Deprication of current used runner registration method.

Gitlab 17.0 introduces breaking changes to the runner registration process. The old method will be completely removed in 18, however in 17 most of the things used in the current initvm scripts will be deprecated and disabled by default, and in order to continue forward and keep upgrading gitlab the method must be migrated.
